Homosalate in Sunscreen: The EU Cap and the US 15% Gap
When Hawaii banned oxybenzone and octinoxate in 2018, homosalate never made the list. Five years later, a team at the University of Maryland Center for Environmental Science sampled seawater, sediment, and coral tissue at 19 sites around Oahu, and homosalate recorded the highest UV-filter concentrations of the entire survey in both water and sediment. It outranked the two filters the state had legislated against. The compound no US law restricts is the one that keeps turning up first.
Homosalate is a salicylate ester, a chemical cousin of aspirin’s salicylic acid, and it absorbs UVB radiation across roughly 295 to 315 nanometers. It is also a weak absorber by weight. Formulators compensate by loading it high, commonly between 5 and 10 percent, and it pulls double duty as a solvent that keeps avobenzone dissolved in the emulsion. The name says it plainly: a homolog of salicylate.
That chemistry explains why homosalate in sunscreen is so easy to find. Under 21 CFR 352.10, the FDA allows homosalate up to 15 percent with no restriction on product type. Body lotion, face cream, and aerosol spray are all legal. The FDA’s own standard sunscreen, the reference formula used to validate every SPF test run in the United States, is an 8 percent homosalate preparation.
Homosalate Endocrine Disruption: What the SCCS Found
In June 2021, the European Commission’s Scientific Committee on Consumer Safety (SCCS) reviewed the full safety file on homosalate and concluded it was not safe as a UV filter at concentrations up to 10 percent, the limit then in force across the EU. Its opinion judged the filter safe for consumers only at or below 0.5 percent when exposure from all product types was counted together. Endocrine activity was the crux of the finding.
The mechanistic literature behind that judgment keeps growing. A 2018 study in Environmental Pollution found homosalate altered invasion behavior in human trophoblast cells, the cells that build the placenta, through the PI3K/AKT and MAPK signaling pathways. A 2024 study in Environmental Pollution put the compound against rat and human thyroid cells, a pathway animal work had already flagged through reported estrogenic and anti-androgenic activity. That same year, researchers in Ecotoxicology and Environmental Safety measured thyroid and growth hormone disruption in zebrafish larvae exposed to homosalate, a compound they noted is frequently detected in surface waters. A 2024 study in Environmental Health Perspectives added a twist: when zebrafish and human cell models were co-exposed to homosalate and polystyrene nanoplastic, the estrogenic response grew beyond what either exposure produced alone.
The first SCCS conclusion threatened to pull the filter off the EU market entirely. Industry responded with a re-scoped exposure calculation covering face products only, and in December 2021 the committee issued fresh advice: homosalate is safe as a UV filter up to 7.34 percent, in face products only, as a cream or pump spray. Stacking 0.5 percent across all products on top of a 7.34 percent face product still fell below the committee’s safety margin.
One more input matters here. In 2020, an FDA-funded randomized trial published in JAMA applied four sunscreens at maximal-use conditions to 48 volunteers and measured plasma levels for six active ingredients, homosalate among them. Geometric mean maximum concentrations for homosalate reached 23.1 ng/mL in the aerosol spray group, and every ingredient tested crossed the FDA’s 0.5 ng/mL screening threshold on day 1, after a single application. Absorption alone does not prove harm, and the FDA says so explicitly. It is the reason the agency classifies homosalate as Category III: the record lacks the data needed to confirm the ingredient is generally recognized as safe and effective, so the questions stay open.
The EU Homosalate Limit and the US 15% Rule
In November 2022 the European Commission turned the science into law. Commission Regulation (EU) 2022/2195 rewrote entry 3 of the cosmetics annex: homosalate may be used only in face products, excluding propellant sprays, at a maximum of 7.34 percent. Non-compliant products could no longer be placed on the EU market after 1 January 2025 or sold after 1 July 2025. The EU homosalate limit is now fully in force, which means body products and aerosol sprays containing the filter are effectively gone from European shelves.
The United States runs a different system. Sunscreens are regulated as drugs under an OTC monograph whose active-ingredient limits date to 1999. The same regulation still permits homosalate up to 15 percent in any product type. The FDA’s 2019 proposed rule placed homosalate in Category III, a designation the agency frames as a request for more data, and the final determination has yet to land.
The result is the asymmetry shoppers notice at the shelf. The molecule European formulators must now cap at 7.34 percent, and use only on the face, can legally appear at double the concentration in an American body spray.
Is Homosalate Reef Safe? What the Water Data Shows
The honest answer starts with exposure, and the exposure is documented. The 2019 study in Science of the Total Environment measured 13 UV filters across the 19 Oahu sites and was the first to report UV filters in coral tissue from US coastal waters. Homosalate ranked first by concentration in seawater and sediment, where total UV-filter loads stayed below 750 nanograms per liter and 70 nanograms per gram of dry sediment, and it tied octisalate for the highest concentrations in coral tissue itself. Detection frequencies in coral reached as high as 100 percent.
Simulated ocean bathing tests published in the International Journal of Cosmetic Science in 2023 measured how much of each filter transfers from skin to seawater during a swim, and homosalate was among the filters recovered in measurable amounts. A 2021 companion study built the improved rinse-off method behind those numbers after finding early exposure estimates undercounted what leaves the skin.
What the file lacks is acute reef-toxicity work on the scale that produced oxybenzone’s bans, where the compound deforms coral larvae at 62 parts per trillion. No US ban or restriction names homosalate, and the EU’s 7.34 percent cap was written to protect consumers from endocrine exposure rather than to shield coral. The documented marine concern is ubiquity plus the endocrine pathways themselves, a pattern that echoes octinoxate’s thyroid disruption in fish and algae more than oxybenzone’s larval death. “Reef safe” claims on the front panel carry no legal definition, so the filter list on the back remains the only part of the label with real information. That list matters for another reason: Hawaii’s ban pushed many formulators toward substitute filters, and some of those substitutes age badly.

The comparison explains a habit worth dropping. Where the Gap Comes From

The EU’s cosmetic framework lets the SCCS cut a limit whenever the safety margin thins, and it did, twice, as the exposure modeling changed. The US monograph froze its limits in 1999 and is still waiting on the data that would move homosalate out of Category III, a process that has now run for seven years without a final order.
Flip the Drug Facts panel and check the percentages. A homosalate figure of 10 to 15 percent marks a formula built for the American market alone; the same product sold in Paris would have needed a reformulation or a smaller tube. Mineral filters sidestep the question entirely. Between 15 and 7.34 sits a number worth remembering the next time two bottles claim the same SPF.
